In the closest game of the best-of-seven finals so far, hosts Fener entered the last quarter trailing by two points but outscored their opponents 19-15 in the last 10 minutes.
Gasper Vidmar led a balanced Fener attack with 14 points while Charles Smith scored a game-high 25 points in defeat for Efes.
On Thursday, Game 4 will also be played at the Abdi Ipekci, which is the venue for the Group B games at the FIBA World Championship this summer.
